Synopsis

INTEREST: Deals with the work of the Lagos Executive Development Board which was formed in 1946 to plan and develop Lagos. The main problems being reclamation of swamp areas provision of residential areas and slum clearance.

"Rl.1." Opening shot of a map of Apapa, the port area of Lagos. The executive officers meet with the board under the chairmanship of Mr.E.A. Parr Administrator of the colony of Nigeria. The executive officer and architect, Colonel MacAndrew, explains the technical details. Mr. Parr points out on the map the different areas reserved for industrial trading, recreation, and housing. Shots of the desolate swampy land which is to be reclaimed. Draughtsmen and field surveyors are shown at work on the project. Parts of a dredger, one of the largest in the world arrive by cargo steamer and are unloaded. (670 ft)

"Rl.2." Members of the executive board, Lagos town council and the press inspect progress made on the project. The party walks along one of the newly-made roads. Colonel MacAndrew holds up a jar containing a mixture of sand and water in equal proportions. The proportions are necessary to avoid internal obstruction in the pipes. Shots of modern machinery in use - tractors, mechanical shovers and stone crushers. Final shot of building of new roads. (1143 ft)
