Interior footage shows delegates at the inaugural meeting of UNRRA held in the United States. Andrei A Gromyko signs the agreement to establish UNRRA and is shown shaking hands with Franklin Delano Roosevelt. Lord Halifax signs for Britain. Roosevelt makes a brief speech (mute).
