Synopsis

Hong Kong has a good housing programme with 200,000 people in public building estates. But 1 million still live in hillside shanty towns or in sub-standard housing. The aim is to build 200,000 houses a year for the next 5 years but lack of space is a problem. Now there is an extra problem - Vietnamese refugees. The first boat arrived in Hong Kong in May 1975. In 1978 the influx started in earnest. In 1979, 70000 arrived. The massive resettlement problem puts pressure on the existing population. A plea to other countries to offer a home to some of the refugees.
