Synopsis
China threatens to relinquish the Patten blueprint on Hong Kong. In Hong Kong there are concerns about post-1997 civil rights. These form the backdrop to the 1995 elections which turn out to be a victory for democracy - and for Patten. But they are soon eclipsed by fresh conflicts over the "rule of law" and British passports.
