Synopsis
Report in two sections.
1. Report on the likely consequences for Rhodesia if the London negotiations end in deadlock and Prime Minister Smith makes a unilateral declaration of independence. UDI would be treason, declares former Chief Justice Sir Robert Treadgold, although according to interviews this would not be the main concern of most Rhodesian Whites, who appear more worried about the economic effects of sanctions and making sure their land "remains a country of worth in the civilised world". Former Prime Minister Sir Roy Welensky states that "if Britain intervened in our affairs UDI would be justified". African nationalists not already in detention would form a government-in-exile and seek recognition from the UN although the Rhodesian police force seems well able to control the African population and plans for encouraging tribal rule could stifle the growth of nationalism. British military intervention appears unlikely in the event of UDI. 2. Mushroom of smoke lies above Lake Taal in the Philippines where a volcanic isle erupted, killing about 500 people and livestock and destroying houses. Rescue operation is now under way.
