Synopsis

Report on reactions to Ian Smith's UDI, in Addis Ababa, Lusaka and Salisbury.

Communiqu at end of Organisation of African Unity's meeting (opened by Haile Selassie) is vague, although reportedly member states may break off diplomatic relations with Britain. Commonwealth delegates attack Britain's hypocritical refusal to intervene, while outside protesting students call for military intervention by the OAU. Reaction in Zambia centres on the economic rather than the political consequences of UDI. The country, 90% dependent on copper industry, relies on Kariba Dam for power and is therefore at the mercy of Rhodesia. President Kaunda is grateful for the presence of an RAF Javelin squadron at Ndola but also wants Britain to send troops to protect the Dam. Britain's gesture is to send Commonwealth Secretary Mr Bottomley to Lusaka. In Rhodesia itself economic sanctions are biting more suddenly than expected. Finance Minister broadcasts that increased taxation is inevitable and that "we will have to tighten our belts". Meanwhile the illusion of normality persists with both Sir Humphrey Gibbs and Smith's ministers attending a Sunday cricket match, and the Christmas illuminations being turned on by the Mayor of Salisbury as in previous years.
