ROVING REPORT NO 21

Synopsis

Report in two sections.

1. Report investigates local reactions to the killing by ZANU terrorists of a white couple in the farming district of Hartley. Neighbours appear fearless, and determined not to renounce their colonial existence. White Rhodesians are well-armed and organised into a Police Reserve, and are reportedly still attracted to the challenge of opening up a new land. Interviews and film of the weekly rugger match capture the spirit of this community, still self-assured but now on the defensive. Mother of the murdered Mr Hayward now nursing his orphaned children indirectly blames Harold Wilson for the killing, while her husband speaks of his ability to "drop a Kaffir running at 500 yards." 2. Possibility of the UN deciding to withdraw its peacekeeping force from Cyprus has aroused Turkish fears, but does not unduly worry the numerically stronger Greeks. Archbishop Makarios (filmed toasting the Queen, and then interviewed) appears confident that a gradual UN withdrawal would not end in violence, although his argument that Enosis is practicable because democratic takes no account of Turkish objections and their demands for partition. Archbishop denies drifting towards communism.
