Synopsis

Report in three sections.

1. Report concludes that riots in Hong Kong are being instigated by Peking in order to humiliate the British rather than to force them to give up their colony, which is useful to the Communists as a commercial outlet. Overcrowded slum conditions contrasting with Europeans' palatial residences, the passage of refugees and fifth columnists across the border and a continual propaganda barrage from Peking are factors which contributed to the outbreak of violence and especially influenced the young. China's decision to stop supplying water to the colony, and a recent border incident which led to Gurkhas and armoured cars moving up to show the flag, are other examples of the Communist policy of provocation which the British government is determined to resist. Film shows riot police discouraging demonstrations and tearing down Communist posters. 2. Inquiry into poverty in the delta region of the Mississippi. Mothers describe the desperate poverty of their large families, the lack of medical care and the hunger which an MIT doctor compares to the starvation diets of people in famine areas. 3. Pamplona fiesta: running of the bulls in preceded by a carnival procession with dancing and singing.
