ROVING REPORT - OUTLOOK UNSETTLED

This film is held by the Imperial War Museum (ID: ITN 59).

Synopsis

Kenya government's Land Development and Settlement Board scheme to encourage Africans to return to the land and farm small five to ten acre plots is forcing large landowners in scheduled areas to sell up . Two such farmers, an English settler living in traditional colonial style with labradors and afternoon tea in his English garden and a more rugged South African dwell on their personal loss, recalling their friendly relations with their African workers and bemoaning the sudden devaluation of their property prior to compulsory purchase by the government. African resettlement is already under way. Large farms are being divided up, European homes will become schools and hospitals and smallholders will build little houses on their allotments. An administrator of the scheme says government prices to the departing settlers are reasonably fair but admits that African farm productivity will be less in the short term. Explanation for scheme is to win political favour; immediate effect however has been to create economic uncertainty which only independence and a new government can dispel. Final shot of a South African cart and tractor convoy trekking southwards suggests the end of an era.
