Synopsis

A film showing Ian Smith's address to Rhodesia on his 'new initiative' to bring Africans into government. The Prime Minister the Hon. Ian Douglas Smith - Ian Smith is seen seated at a microphone and talks about the "Communist aim of controlling or taking over Southern Africa". He attacks USA and Britain for "sacrificing the whites of Rhodesia" and predicts that a "white surrender in Rhodesia" would lead to an internal black power struggle of great violence. Smith announces he is bringing 4 Chiefs into government as ministers (and deputy ministers) - and there are shots of the black chiefs being sworn in. This is his new initiative, and he also sees it as desirable to bring in Africans other than chiefs, so brings in 6 further posts as deputy ministers - with shots of these being sworn in (28.4.1976). Smith goes on to review the removal of racial discrimination, with footage of the Commission of Inquiry into Racial Discrimination presenting its report to the President of Rhodesia. Smith says the government will give serious and urgent consideration to the report. Smith then goes on to state his position on "responsible majority rule", emphasising that the white Rhodesians will not surrender their traditions, but that there is much goodwill between whites and blacks in a true effort by government to bring blacks into power and be fairly represented.
